That's a ridiculous arguement.

As is comparing the use of seatbelts inside a metal box to wearing a very flimsy bit of polystyrene which would not help one bit at the speeds cars can achieve.

The cable pull is in the shifter not the mech so you may be able to but chains are thinner and jockey wheels might be too I'm not sure on that.

You can run a 10 speed cassette on a 9 speed wheel. ...

I'd build it as you need the items. As long as you can wait for mail order to deliver or go get it from your LBS then it's the cheapest and best route in the long run.
